Move to frame primary teachers' promotion rules
Patna: The state government has initiated steps to frame rules for promotion of headmasters and graduate assistant teachers of government primary schools throughout the state.
State human resource development (HRD) department officials led by its secretary M M Jha held discussion with a delegation of the Bihar State Primary Teachers' Association in this regard on Monday. The talks were held in the office chamber of Jha.
After a detailed discussion between the association delegation and the human resources development (HRD) officials, it was decided that a draft of the rules for promotion of headmasters and graduate assistant teachers of the government primary schools would be finalised and submitted to the Patna High Court (HC) for its approval.
Once it is approved by the high court, the promotion rules would be notified.
It was also decided that till the promotion rules are finalised and notified, all the district superintendents of education would be asked to provide to the headquarters a district-wise list of the vacancies of headmasters in the primary schools as also a separate list of assistant teachers in such schools holding graduation degree in science or arts, the association sources said.
It was agreed upon that as per an earlier agreement between the association and HRD officials that 25 per cent reservation in the appointment of high school teachers in the state would be given to primary school teachers
holding the requisite qualification after the panchayat elections were over in the state.
For this purpose, seperate rules would be framed, sources said.
The association president, Brajnandan Sharma, said that both the sides agreed that three-year and one-year service extension would be given to teachers getting national and state awards respectively.
It was also agreed that regular peon-cum-night guards would be appointed at all the primary and middle schools for protection of school property, he added.
The association was represented by its president, Brajnandan Sharma and its general secretary, Mahendra Prasad Shahi, at the meeting.
